[pycrypto] some readability patches

 Hi,

 here is a small patch fixing some minor issues, mainly readability 
 improvements.
 In detail the changes are:
  * fix the version_info to correctly report version 2.3.0
  * fix the docstring of ElGamal.construct()
  * made the final loop in getStrongPrime() more pythonic and readable 
 (in both slow- and fastmath)
  * fixed some typos in _fastmath.c
